Guidelines for Applicants
The Oregon Department of Energy's Guidelines for Applicants for Energy Facility Site Certificates help explain Oregon’s energy facility siting process to potential site certificate applicants. Under Oregon statutes, the developer of an energy facility must obtain a site certificate from the Energy Facility Siting Council before beginning construction. The Department serves as staff to the Council.
 
The Guidelines are informal and are not a substitute for the statutes and administrative rules. The Council will issue a site certificate only if it finds that the facility meets the applicable rules and statutes. Applicants should carefully review the rules and statutes to gain a detailed understanding of the siting requirements.
