The Emergency Housing Account Program was created in 1991 to assist persons who are homeless or at risk of becoming homeless, targeting those who are elderly (65 and older), disabled, farmworkers, or Native Americans. Designated lead agencies coordinate the use of these funds through an inclusive community planning process.
