State grantees shall collect data on the use of the funds awarded and persons served with this assistance in the state-maintained Homeless Management Information System (HMIS)
Grantees shall expend at least 60% of funds within two years of award (June 2011), and 100% of funds within three years (June 2012). HUD may recapture unexpended funds in violation of the two-year expenditure requirement and reallocate such funds to grantees in compliance with that requirement.
HUD has released forms for client files that document participant income eligibility and housing status eligibility for HPRP. These forms should be used by sub-grantees in addition to continuing to obtain third-party verification, such as pay stubs for income verification and eviction notices for housing status
