| Who We Serve |
|
OHCS' HUD Contract Administration Section (HCA) serves the state of Oregon as the Performance Based Contract Administrator (PBCA) for project-based Section 8 housing. Each Section 8 project has a Housing Assistance Payment (HAP) contract which provides the project-based subsidy.
HCA performs contract administration activities for approximately 280 contracts encompassing 272 low-income properties in Oregon. We also provide technical support to owners, managing agents, site staff, and residents. In addition, we help provide information to persons seeking housing, who might already be living in Section 8 housing, or who may be experiencing housing problems. | Program Responsibilities |
|
The HUD Contract Administration Section (HCA) provides contract administration service to the U.S. Department of Housing and Urban Development´s (HUD) project-based Section 8 apartment communities located throughout Oregon. The HCA section conducts management and occupancy reviews (MORs) which include yearly visits to each property, resident file reviews, and reviews of owner policy and procedures.
The HCA section is responsible for adjusting contract rents, processing contract terminations or expirations, and renewal of contracts. The section follows up on results of physical inspections previously completed by the Real Estate Assessment Center (REAC), and also responds to health and safety issues.
For Section 8 projects with an active OHCS loan (coupled with the original HAP contract), the section performs asset management functions as a separate activity in coordination with the Asset Performance Section (APS).

HUD's 504 One Stop Web Page
As part of the Department of Housing and Urban Development´s (HUD) on-going effort to ensure compliance with Section 504 of the Rehabilitation Act of 1973 (Section 504), HUD has an informative 504 Web site.
The site was developed to provide guidance to persons with disabilities about their rights under Section 504 and related statutes, how to exercise those rights, and what information and resources are available from HUD.
The site also provides recipients of HUD funding (owners/agents) with information regarding their obligations under Section 504, an overview of relevant regulatory provisions, and information about steps they may take to ensure that they are in compliance.
504 Self-Evaluation and Property Accessibility Requirements
When HUD Notice 01-02 was released, it detailed the requirements of the 504 Self-Evaluation and Transition Plan. HUD requires that all properties or programs that receive federal funds perform a 504 self-evaluation to determine if changes to policies, procedures, or the physical property are required.

The HUD Handbook 4350.3, REV 1, Change 2, became effective June 29, 2007. If you haven´t obtained a copy yet and would like to do so, you have several options. You can download the manual directly via the following link in HUDCLIPS, or you can order the complete Handbook on CD from the National Affordable Housing Management Association (NAHMA) for a nominal charge.

| Required Tenant File Forms |
|
HUD publishes on their Rental Housing Integrity Improvement Project (RHIIP) initiative Web page a guide entitled "Rent and Income Determination Quality Control Monitoring Guide." The RHIIP Guide includes extensive information on tenant file content and documentation requirements. On page 93 of the Guide can be found "Attachment 5-Required Tenant File Documentation", which HCA recommends as a valuable reference point.

HCA keeps owners, management companies and agents and site managers informed of new regulations and requirements as soon as possible in the ever changing world of HUD. The HCA Section sends out updates on the latest information from HUD. You may contact us to be added to our update e-mails.
A valuable resource to HCA is the RHIIPTips Multifamily Listserve. This listserve provides much of the information that is sent in the email updates. | Neighborhood Networking |
|
In 1995, HUD created the Neighborhood Networks to encourage property owners to establish multi-service community learning centers in HUD insured and assisted properties. Neighborhood networks was one of the first federal initiatives to promote self-sufficiency and to help provide computer access to low-income housing communities.
Neighborhood Networks centers help improve computer access, advance literacy, prepare residents to take advantage of employment opportunities, and provide access to healthcare information and other social services.Check out some of the success stories, and see what´s available for owners and residents.
Neighborhood Networks is about people, opportunity, and quality of life. It's purpose is to provide access to computers and learning opportunities to residents of HUD housing. And Neighborhood Networks is more than that.
