The State Housing Council consists of seven members appointed by the Governor, subject to confirmation by the Senate under ORS 171.562 and 171.565. The term of office of each member is four years, but a member serves at the pleasure of the Governor. Before the expiration of the term of a member, the Governor shall appoint a successor whose term begins on July 1 next following. A member is eligible for reappointment. If there is a vacancy for any cause, the Governor shall make an appointment to be immediately effective for the unexpired term.

| Tammy Baney |

Tammy Baney has served as a Deschutes County Commissioner since 2007, serving as Chair in 2009.
Ms. Baney’s government experience also includes elected chair of the Deschutes County Commission on Children & Families; appointed member of the Oregon Commission on Children & Families Budget Committee; served on the local Public Safety Coordinating Council; and the Family Law Advisory Committee.
A dedicated community member, she has volunteered with many non-profit organizations; served as a Court Appointed Special Advocate (CASA); Foster Parent; Habitat for Humanity Board Member; Founding Member of Family Access Network Foundation; Co-Founder of the Deschutes County Meth Action Coalition; and served as Chair of the Deschutes County Commission on Children & Families.
Ms. Baney currently serves as vice chair of the Accountable & Behavioral Health Board; member of the Oregon Immunization School/Facility Law Advisory Committee; vice chair of the Association of Oregon Counties Health and Human Services Committee; NeighborImpact Board member; Chair, NeighborImpact Emergency Services Committee; Chair, Substance Abuse Prevention Coalition; Chair, 10 Year Plan to End Homelessness; Local Public Safety Coordinating Council member; Ex-officio, Family Access Network Foundation Board; Public Health Advisory Board Liaison; Mental Health Addictions Advisory Board Liaison; KIDS Center Advisory Board; and serves on the Volunteers in Medicine Board.
She attended Central Oregon Community College, Center for Professional Studies (Real Estate), and the University of Phoenix. She has a background in small business management and real estate sales.
Ms. Baney’s term expires on June 30, 2014.

John Epstein began serving his term on the State Housing Council in July 2004, and is currently Chair of the Council. He is the Manager and Senior Vice President of the Real Estate Community Lending Division for Wells Fargo Bank. Before joining the Bank in 1988 he was a project manager with Southeastern Development Group, a real estate development company located in Savannah, Georgia, and prior to that, was a commodities trader for Continental Grain Company.
He earned his bachelor’s degree in International Affairs from the University of Colorado and an MBA from the Wharton School, University of Pennsylvania.
Mr. Epstein serves on the boards for the Network for Oregon Affordable Housing (NOAH), Urban League of Portland, and Community Development Trust. He has also served as a board member for Washington Community Reinvestment Association (WCRA), CASA of Oregon, State of Oregon Community Development Incentive Fund, and the Portland Mittleman Jewish Community Center.
Mr. Epstein’s term will expire on June 30, 2012.

Mike Fieldman has been the Executive Director of the Community Action Network in Roseburg, Oregon, since 1999.
Mr. Fieldman has over 35 years of experience in all phases of operations and administration of complex nonprofit and governmental social service organizations. He has overseen an extensive number of program areas, including Home Weatherization; Fuel Assistance; Affordable Housing Development and Management; Drug and Alcohol and Community Mental Health Outpatient services; D & A prevention programs; Homeless and Case Management services; Domestic Violence and Sexual Assault services, including shelter services, Family Planning Clinic, HOME TBA, Section 8 Rental Vouchers, CACFP, Head Start, VISTA, AmeriCorps and RSVP programs; Food Bank services; Medicaid and Public Transportation Developmental Disabilities services; Senior In-home Care Assessment services; Food Stamp Outreach; Women in Transition program; job training programs; and information and referral services.
He currently serves as a member of the State Commission on Volunteerism and Service for Oregon Volunteers; is a member of the Roseburg, Oregon Optimist Club; a member and chair of the Douglas County Mental Health Advisory Board; serves on the board of directors of Battered Persons Advocacy the Domestic Violence and Sexual Assault program for Douglas County; and is active in the Presbyterian Church of Roseburg, Oregon.
Mr. Fieldman earned his master’s degree in Public Administration from Montana State University, receiving an Outstanding MPA Graduate Award.
Mr. Fieldman’s term will expire on June 30, 2014.

| Adolph "Val" Valfre, Jr. |

“Val” Valfre is the Executive Director of the Housing Authority of Washington County and Director of the Washington County Department of Housing Services.
Mr. Valfre has 14 years of executive experience in administering and collaborating with partner agencies to promote low-income affordable housing, including collaboration with the Yamhill County Housing Authority to create a State-approved Regional Housing Center. Mr. Valfre worked closely with community partners to create Washington County’s 10-Year Plan to End Homelessness. He has fostered housing initiatives to preserve HUD Section 8 contract properties and expanded the Housing Authority of Washington County’s portfolio to include three Neighborhood Stabilization Program properties, transitional housing for homeless men and women, HUD/VA VASH vouchers for homeless veterans, and an 80-unit HUD Section 236 property.
He has an extensive record of public service. He currently serves on the Executive Board of the Community Housing Fund of Washington County, supporting qualifying affordable housing initiatives with predevelopment loans and grants, as well as serving on the Board of the Oregon Opportunity Network. Mr. Valfre participates in the Washington County Housing Advocacy Group, is a past President of the Oregon Housing Authorities Association, and a former Chair of a Professional Development Subcommittee of NAHRO (National Association of Housing and Redevelopment Officials). He is a former Air Force pilot and veteran of the Southeast Asia conflict.
Mr. Valfre earned his bachelor’s degree in Bacteriology from the University of California at Los Angeles (UCLA), and master’s degrees in Public Administration, Business Management, and Human Resources Management from Golden Gate University, Salve Regina College, and Troy State University, respectively.
Mr. Valfre's term will expire June 30, 2015.

Jeana Woolley is President of JM Woolley & Associates, a planning and development services consulting firm which she established in September, 1991. Prior to setting up her own firm, Ms. Woolley was Director of Operations for Pacific Development, Inc., a real estate subsidiary of PacifiCorp.
Since establishing her own firm, Ms. Woolley has developed affordable housing and commercial mixed-use projects, as well as worked on a number of multi-disciplined consulting teams that produced specific redevelopment and revitalization strategies for commercial corridors in North and Northeast Portland. She was the fee developer of Allen Fremont Plaza, a 64 unit affordable senior housing project in N.E. Portland, which won the Governor's Liveability Award in 1999, and she currently is working on two mixed-use commercial developments on Martin Luther King Jr. Blvd in Portland. Some of the major consulting projects she has worked on in the past few years include the MAX Station Revitalization Strategy Report, the Vancouver/Williams Infill Development Strategy Project, the MLK Jr. Blvd. Commercial Development Strategy Porject, and the South/North Light Rail Transit Economic Development Analysis Study.
Ms. Woolley has an extensive record of public service in a variety of community economic development efforts in the Portland area, particularly as it pertains to improving the economic viability and livability of inner Northeast Portland. She currently serves on a number of boards, including the N/NE Economic Development Alliance Board, the Albina Community Bancorp and Bank Boards, the North/Northeast Workforce Center Board, and the MERC Economic Development Opportunities Advisory Board.
Ms. Woolley began serving on the State Housing Council on July 15, 2005. Her original term expires on June 30, 2009. She has been reappointed for another term which expires on June 30, 2013.
